The Canandaigua Knights are requesting a special event to hold a 5K run/walk on September 20, 2025 as part of their Ice Breaker Event held at the Civic Center which is the community celebration to kick off their hockey season. The proposed route would start at the Civic Center briefly on North Street to Outhouse Road to Buffalo Street, through Baker Park, up North Bloomfield to Dorset Drive, loop around Arlington Park to North Bloomfield and concluding at the Civic Center.
A recent email from a resident related to traffic safety concerns and requesting increased speed enforcement on North Main Street, red light enforcement, lower speed limits and re-designing intersections along with concerns raised on social media related to e-bikes and scooters resulted in Councilmember Mills and Mayor Palumbo requesting a discussion about what the City is and has been doing regarding these issues to educate the City Council and general public. Chief Nielsen, Director of DPW Sarah Brown and the City Manager will discuss and provide information.
Many people are enjoying the City’s parks at Lagoon Park, Lakefront Park, Kershaw Park and the City Pier; however, there has also been many disobeying rules and regulations of the park and causing numerous safety concerns. Specifically, open consumption of alcohol, smoking of tobacco and cannabis, illegal swimming in nondesignated areas and jumping and swimming from the public docks, City Pier and bridges in Lagoon Park. People have also been verbally aggressive to City Staff and visitors of the parks. These issues are creating a dangerous and contentious environment instead of fun, safe and enjoyable one. As such, the City Police Department has been directed to have a zero-tolerance enforcement effort. All violations will be issued citations/tickets. Juveniles found to be violating rules and regulations will be detained by an officer until a parent or guardian arrives to pick them up. The Task Force has been meeting regularly and has made some revisions to the Comp Plan Update. Task Force members will provide an update to Council regarding their work to date and plan going forward. (A copy of the updated plan is at the very end of the packet. Task Force changes are in red)
For many years, Ontario County has entered into a Priority Services agreement with the City of Canandaigua, Town of Hopewell and City of Geneva as a method to contribute to toward the municipal services that are provided to the County facilities. The current agreement is set to expire December 31, 2025 and Ontario County has proffered to renew the agreement with an increase from the current annual payment of $39,745 to $49,727 for 2026, 2027, and 2028. The City Manager recommends approving the agreement renewal.
There are two separate Sewer Fund Capital Reserves that fund the Sewer Fund Capital. The 2025 Sewer Fund Capital Budget included funds to re-line sanitary sewers out of the Joint City/County Reserve which can only be used for sanitary sewer mains that receive and convey sanitary from the County. Originally, the planned sanitary sewer relining was for such mains that are located on easements; however, due the contractor price for work on easements via the County bidding was higher than on regular streets. DPW changed course to reline sanitary sewers within streets to get more work done for the amount budgeted, however, these sewers do convey County sanitary flow which requires funds from the City’s Sewer Capital Reserve, not the Joint City/County Reserve. This change was not caught until after the work had begun. As such, a budget amendment is necessary to appropriate $178,040 from the City Sewer Capital Reserve to pay for the re-lining work. There are sufficient funds within the reserve to pay for this amendment.
